Two quick thoughts.
1. The Western World is doing this already, just doing it slowly, and also pursuing military goals at the same time, which makes the war of ideas harder.
2. This reminds me a little of the popular stories of the problems that set off the Depression: When things (Stock Market) get tough, pass laws (Smoot Hawley Tariff Act) that shut everything down. Then watch as it (economy) collapses.
So the war of ideas gets tough, the risk is to pass laws shutting down media, the internet, etc. But a media collapse would be a very serious thing.
Media is how a society communicates with itself about ideas and morality, and also about goods and prices. The solution is to have a better idea, and then to spread it. Not to try to shut down the other guys bad idea. Debate=Media=War of ideas.
